What actually holds shipments here

KUCAS/TIR certification must be arranged pre-shipment for regulated goods. Alcohol and pork are prohibited. Arabic labelling required on consumer goods.

None of that is unusual, but all of it is easier to resolve before the container sails than after it arrives.

Kuwait's distinguishing requirement is KUCAS: for a long list of regulated products a Technical Inspection Report has to be issued in China before the cargo leaves. Shipments that arrive without it face rejection or costly destination testing, so the conformity step belongs in the booking checklist, not the clearance checklist.
