Import entries into Costa Rica are administered by Dirección General de Aduanas de Costa Rica. Cargo typically sits 3–8 days at the gateway before release, and most of that window is documentation rather than physical inspection.   • Classification. We agree the HS heading before the cargo sails, not after it lands. A heading argued at the border costs storage every day it runs.

What actually holds shipments here

Free-zone versus ordinary import status changes the duty treatment entirely. Health registration must be held by the consignee for regulated goods.

None of that is unusual, but all of it is easier to resolve before the container sails than after it arrives.

How the lane behaves

Moín on the Caribbean side handles most container volume and receives Asian cargo transshipped through Panama or Cartagena; Caldera on the Pacific is smaller but sometimes faster for west-coast consignees. Costa Rica's free-zone regime is heavily used by medical-device and electronics manufacturers, and inputs moving into a free zone are treated very differently from ordinary imports.
